The collection consists of documents pertaining to the Southeast Pierre Property Owners Association (Pierre, S.D.). According to the bylaws, the purpose of the association was “to work with federal, state and local government to find ways to preserve and protect the value of Members properties” as well as providing technical assistance and information to its members. Membership required the payment of dues and the area of Southeast Pierre was defined as “Pawn Street southward to the Missouri River and Izaak Walton Roade eastward to the Hillsview Municipal Golf Course.” The main threats associated with that area of Pierre included sewer and groundwater issues and the siltation of the Missouri River. The documents mainly date to the 1990s. The homeowner’s association formed to work with the city of Pierre, Army Corps of Engineers, Congressional Delegates and State Officials. After a flood in the winter of 1997 and a wet spring, the residents of southeast Pierre sought a buyout and ultimately, the federal government appropriated $35 million for that purpose.
