From the Record Group: This record group contains records created and/or maintained by the South Dakota Department of Commerce and Consumer Affairs and includes meeting minutes, correspondence, bank licensing and closing files, consumer complaint files, discrimination complaint case files, professional and occupational licensing board and commission records, securities broker licensing and investigation files, Public Utilities Commission dockets and hearing records, and reports received from various railroad companies operating in South Dakota.

Administrative History

The South Dakota Board of Massage was created in 1975 through an act of the State Legislature known as the "South Dakota Massage Act" (Session Laws of 1975, Chapter 240, Section 2; SDCL 36-10A-2) and served as the licensing body for massage technicians in the state from 1975 to 1979. The board consisted of two full-time licensed massage technicians and one "lay member who is a user of the services regulated by the board," all of whom were appointed by the Governor to three-year terms. The Board of Massage was terminated as an agency on July 1, 1979 as part of the 1978 Sunset Act to review and terminate or reestablish certain state agencies in the Department of Commerce and Consumer Affairs (Session Laws of 1978, Chapter 3, Section 2 (2)).

In 2005, the South Dakota Board of Massage Therapy was created through an act of the State Legislature to "provide for licensure and regulation of massage therapists and to provide funding from licensure fees" and continues to serve a regulatory function similar to that of the former Board of Massage (Session Laws of 2005, Chapter 206, Section 1; SDCL 36-5-1).
