Administrative History
During its history, the Folk Arts program has been administrated by both the South Dakota Arts Council and the South Dakota State Historical Society, through its Office of History, State Historical Preservation Center. The programs's first folklorist, Elaine Thatcher, was hired in the early 1980s and worked out of the Arts Council. In 1988, the South Dakota State Historical Society hired Michael Miller as the Folk Arts/Folklife Coordinator. Miller operated out the the State Historic Preservation Office and his position was funded by a grant from the National Endowment for the Arts. The Folk Arts program was dormant from the early 1990s until about 1999, when it was revived as a part-time contract through the Arts Council.
