Scope and Contents
From the Record Group: This record group contains records created and maintained by the South Dakota Department of Education and Cultural Affairs and includes meeting minutes, photographs, publications, correspondence, audio recordings of speeches and presentations, videotape recordings, grant files, school building specifications, budgets and other financial reports, architectural drawings of historic buildings, administrative subject files, posters, and annual reports.

The overall goal of the Division of Elementary and Secondary Education was to provide an education program which would ensure that each student had an opportunity to obtain a basic education. The department was subdivided into five services: 1. the Office of the Superintendent was responsible for organizing and managing the programs and activities of the division; 2. Administrative Services' main objective was to administer those regulatory functions of the division designed to establish minimums for academic preparation, professional performance, curriculum offerings, and pupil services necessary to support an efficient and productive school system; 3. Auxilary Services was responsible for collecting, evaluating, and disseminating appropriate data and information; 4. Instructional Services worked to facilitate the exploration and development of viable learning options and implementation of in-service education learnign options for staff in local education agencies; and 5. Financial Services worked to ensure fiscal responsiblity and accountability in the administration of state and federal funds for which the divison was responsible.
