Scope and Contents

Contains records documenting the establishment, operation, and funding of special education programs in local public school districts and private schools and through special education cooperatives in South Dakota between 1978 and 1981. The special education programs were funded through federal grants issued under the Elementary and Secondary Education Act Amendments of 1965 (P. L. 89-313) and Title VI-B of the Education for All Handicapped Children Act of 1975 (P.L. 94-142). P. L. 89-313 authorized grants to state institutions and state-operated schools devoted to the education of children with disabilities. It was the first federal grant program specifically targeted at serving children and youth with disabilities. P.L. 94-142 required every state and local school district receiving federal funds to identify and educate at public expense all handicapped children in its jurisdiction, regardless of the nature or severity of a child's handicap. Per Section 611 of the law, the maximum amount of the federal grant to which each state was entitled was determined by the number of handicapped children ages 3-21 in the state who were receiving special education and related services. The act was amended in 1997 and codified as the Individuals with Disabilities Education Act (P.L. 101-476).

Records include memoranda and correspondence; special education program accreditation applications, approval forms, comprehensive plans, reviews, and annual reports; program budgets, expenditure statements, and excess cost computations; transition plans and implementation procedures; project proposals; cooperative agreements, contracts, and by-laws; administrative handbooks; and news clippings of “child find” notices issued by local schools to help identify underserved students in the district who might benefit from special education services.
