Scope and Contents

Consists of files from the South Dakota State Library pertaining to the Western Interstate Commission for Higher Education for the years 1975-1977. The Western Interstate Commission for Higher Education (WICHE) is a regional organization created by the Western Regional Education Compact and adopted in the 1950s by Western states to facilitate resource sharing among the higher education systems of the West. WICHE initiatives include student exchange, distance learning, behavioral health, and library resource sharing programs. WICHE's compact members include fifteen Western states and the Pacific Island U.S. territories and freely associated states. In 1975, the South Dakota State Library was allowed to join the Western Council as a voting member outside the WICHE compact states. South Dakota officially joined WICHE as a signatory member in 1988.

Records include memoranda and correspondence, meeting minutes and agendas, program proposals and reports, charters, budget summaries, newsletters, and systems user manuals. Many of the records concern the Western Interstate Library Coordinating Organization (WILCO), of which the State Library was a member, and the establishment of a Western Interstate Bibliographic Network.
