Administrative History
The Department of Labor and Regulation, under the name, Department of Manpower Affairs, was created in 1973 by Executive Order No. 73-1 pursuant to Section 8 of Article IV of the South Dakota Constitution, which reorganized the executive departments. The Department of Manpower Affairs was renamed in 1975 as the Department of Labor and renamed again as the Department of Labor and Regulation in 2011. Organized under the secretary of labor, whom is appointed by the Governor and approved by the State Senate, the Department of Labor was formed to administer provisions of Title 60, 61, and 62 regarding labor and employment including unions, employer/employee rights and labor laws, unemployment compensation and worker's compensation.
Divisions of the department include the Division of Retirement and Insurance, Division of Unemployment Insurance, Division of the Secretariat, which includes the Manpower Planning and Services Council.
