Administrative History

In 1973, as part of a larger executive reorganization of state government, the Industrial Development Expansion Agency and the promotion of tourism were combined to form the Department of Economic and Tourism Development.

In 1983, Governor Janklow issued an executive order changing the name of the Bureau of Industrial and Agricultural Development to the Department of State Development, and transferring the Division of Tourism and its functions to the new department. The department was abolished in 1987 and its functions divided between two newly created agencies: the Governor's Office of Economic Development, and the Department of Tourism. In 2003, Governor Rounds combined the Department of Tourism and the Governor's Office of Economic Development to form the Department of Tourism and State Development (DTSD). Administration of the Division of Cultural Affairs, which included the South Dakota State Historical Society and the Arts Council, was transferred from the Department of Education and Cultural Affairs to the new department. The Office of Tribal Government Relations also became part of the DTSD.

The DTSD operated from 2003 until 2011, when the newly elected Governor Daugaard dismantled it. The Department of Tourism and Governor's Office of Economic Development were reinstated, with Tourism maintaining responsibility for the Office of History and the Arts Council. Tribal Relations became its own department in an effort to illustrate the importance of tribal government relations to the new administration.
