Administrative History

The Bureau of Finance, which was originally called the Department of Finance, was established by the Civil Administrative Code of 1925. The Department of Finance gained duties from the Executive Accountant, the State Budget Board, Board of Accountancy, Commissioner of Public Printing, Superintendent of State Capitol, Tax Commission, State Board of Equalization, Capitol Commission, Committee of Uniform Accounting and the Committee of Uniform Accounting. The department's purpose was to be in charge of all financial records, securities, properties, taxes, supplies and the budget of the state. In 1955, the Division of Administration was added. In 1970, the Department of Administration absorbed the duties of the Department of Finance.

Around 1975, the Bureau of Finance and Management was formed under the Department of Executive Management. The Bureau of Finance and Management is controlled by a Commissioner appointed by the Governor. The main functions of the bureau are budget analysis, which includes recommendations for the Governor's Budget, financial considerations for the state agencies, management of state financial systems and accounting analysis/financial reporting.
